- Lead the transition of projects and capabilities into operational service, from early project planning through formal handover and early life support
- Define and agree transition plans, entry and exit criteria, service acceptance criteria and handover deliverables with Project Managers, Service Owners and customers
- Ensure operational readiness prior to go-live, including support model, staffing, training, documentation, spares, underpinning contracts, monitoring and configuration data
- Evaluate project outputs against agreed service acceptance criteria and formally recommend acceptance, conditional acceptance or rejection
- Identify, manage and escalate transition risks, issues and dependencies, ensuring residual risks are understood and owned by operations
- Manage early life support and close transition only when agreed service performance has been demonstrated
- Capture and apply lessons identified to improve future transitions
- Take accountability for day-to-day delivery of NCIA services at the Wiesbaden location, including service performance, customer satisfaction and compliance with security and safety requirements
- Lead and coordinate local technical, support and contractor personnel, setting clear priorities, standards and direction
- Oversee the local infrastructure (facilities, networks, data centre / server rooms, end-user and deployable CIS assets) and ensure it is maintained, secured and fit for purpose
- Ensure asset and configuration management records for the location are accurate and complete
- Coordinate local business continuity and service recovery arrangements
- Ensure incidents are logged, prioritised, diagnosed and resolved according to agreed procedures and service levels
- Lead the resolution of major incidents, coordinating technical teams, vendors and customers, and provide timely, accurate communication to senior stakeholders
- Escalate unresolved incidents and facilitate recovery following resolution
- Initiate and monitor problem investigations, drive root cause analysis and ensure preventive measures are implemented
- Analyse incident and problem trends to reduce recurrence and improve service stability
- Manage the change control process for services and assets at the location and for services in transition
- Assess changes for risk, impact, cost and resource requirements, and represent the location in Change Advisory Boards
- Ensure changes are planned, communicated, tested, implemented and reviewed in a controlled manner, minimizing disruption to operations
- Negotiate service level requirements and agreed service levels with customers, and contribute to Service Level Agreements, Operational Level Agreements and underpinning contracts
- Monitor service performance and key performance indicators, diagnose service delivery problems and initiate improvement actions
